議会の様子1

 市議会は選挙で選ばれた市民の代表20人の議員で構成されています。予算、決算、条例などの重要な事柄を審議・決定するほか、市民から提出された請願・陳情を審議しています。また、議員には議案の提出権があり、政策の提案もできます。市政の執行が適正かチェックすることも大切な役割です。年4回定例会が招集され、必要に応じて臨時会も開かれます。議案は最終的に本会議で議決されますが、審議にあたっては3つの常任委員会(総務、文教福祉、建設経済)や特別委員会で専門的に話し合われます。
 本会議は誰でも傍聴できます。防音を施した親子傍聴席があるため、子ども連れでの傍聴も可能です。そのほか、インターネットでの中継(ライブ・録画)も行っています。

Convey the voice of the people to municipal government
The municipal assembly consists of 20 assemblypersons elected by the public as their representatives. The assembly deliberates and makes decisions on important matters such as budgets, financial settlements, and ordinances. It also discusses claims and petitions from members of the public. Assembly members have the right to propose a bill, and they can propose policies to the assembly. Another important role of assembly members is to check whether a municipal administration is appropriate or not. Regular sessions are convened four times a year, and an extraordinary session may be opened as needed. Bills are passed finally at a plenary assembly, but before being voted on they are discussed by three standing committees (a general affairs committee, an education and welfare committee, and a construction and economy committee) plus special committees. Anyone may attend a sitting of the assembly. You may bring along your children, because seats for parents and children are provided in a soundproof space. The sessions are webcast (streamed or recorded).

意見交換会

 旭市が目指すものは開かれた市政。それは「市民に開かれた庁舎」をコンセプトに建設された新しい庁舎にも現れています。
 誰もが住みやすいまちづくりを進めるには、市民と行政の対話が必要です。旭市では、市民との連携を図るため、市長と市民が直接話し合う「地域意見交換会」や、市職員が出張して施策や行政の取り組みなどを説明する「まちづくり出前講座」を開催しています。
 また、若者に市政への関心を持ってもらうために、対話集会を行っています。

Members of the public and municipal government work together to make a good city
Asahi City aims to make its municipal government more open to the public. The new government building expresses the concept of a Government Building Open to the People.
We need dialogue between the public and the administration to make our city comfortable for everyone to live in. To promote collaboration with the public, the city holds local roundtable discussions in which the mayor can talk about issues with members of the public. It also holds city development delivery lectures in which city employees go out to explain the municipal governmentʼs policies and initiatives. There are also other initiatives, such as dialogue meetings to pique young peopleʼs interest in municipal administration.
